I have never understood Cher's appeal, except as a model for drag queens.
That outfit gives the impression of pantyhose minus underwear, which is a yucky look, in my book.
Plus, that song has nothing to do with sailors or sailing or guys in uniform. Why was it shot on the deck of a warship? I always feel queasy when you have a USO-type situation with hundreds of screaming horny men hooting at one scantily clad "defenseless" woman who's teasing them. The whole subtext is gang-rape-waiting-to-happen.

Yes, I think you've summed up quite well what is totally bizarre and disgusting about that video. And it's not Cher's ass cheeks.
(I also forgot to point out Cher's teenage son playing guitar. At one point she walks over and bumps her fishnet-clad hip against him. Eek.)
